“On The Table” – Scenario #7, ‘Classes on the Bus’

“I am one of many who believes that it is time for the state-mandated consolidation of school districts to be dissolved.

My reasons are many, the school bus that went by my home at 6 this morning being only one of them. If kids are going to spend much of their school day just getting there and back, conduct some classes on the bus.”

~the humble farmer

imageedit_4_3339523315

“….thousands of Maine people can now tell you that busing kids 20 miles to school “to save money” has nothing to do with improving education…”

~the humble farmer

…or “saving money”.  (The research shows this scheme would cost MORE!)  Oh, and it would be quite a bit more than 20 miles, factoring in the distance from where children actually live, and not simply the schools themselves.  Of course, many of us commute further than that, but how long would it take you to pick up, say, 30 of your closest friends, some out-of-the-way, before hitting the road?

I don’t know why people are more willing to bus middle and high-school aged children out of town as if they do not need their communities every bit as much as their younger brothers and sisters.

The administration has long been determined to get, at the very least, all the district’s high school students under one roof, apparently, regardless of the cost.  …and regardless of the research that shows no cost-benefit for taxpayers; costs will surely increase; and the downright detrimental effect of distance on kids and  families.  The Board has been trying to show communities that it is impossible to educate kids in small schools (while research evidence and small thriving schools are actually showing us that it is impossible only for THEIR skill sets – perhaps we need others). Where will we find the money to duplicate bus routes to accommodate the wildly differing destinations of children ‘standing at the end of the same driveway? What will these extra transportation costs give taxpayers in terms of return on their dollars?  As the research shows that costs go up, and achievement goes down with distance — cue the expensive intervention programs…  (sigh)

There are no savings from buildings, as they all remain open — but transportation will surely grow.  What about kids?  Kathreen Harrison has speaks directly to policymakers on the creation of stand-alone middle schools:

“…Student achievement at the eighth grade level in higher poverty schools is better statewide in K – 8 schools than in middle schools. This is particularly true of K – 8 schools with a sizable percentage of teachers holding master’s degrees.

The data about K – 8 schools should impact school board discussions about merging, closing, and consolidating schools. Before school boards move to close any community schools they should be prepared to explain to their stakeholders why student achievement in the case of their particular schools will not suffer….”

~As School Budgeting Season Heats Up Remember The Crucial Middle School Years by Kathreen Harrison

Explaining anything to stakeholders is an area in which our Board has, sadly, fallen short in the past; recognizing their accountability to community stakeholders has been a challenge.  “I don’t work for you, I work for the State!” ~Chairman Greg Ryan

What?  Let’s try and build a better, more healthy relationship between the Board and the Communities to whom they are accountable; over whom they have no authority.

Back to the experts:  Rethinking Education is an excellent resource for Board members, communities… If you want to go now, please do!  Her work is well worth your time.

The FTF Analysis lists benefits, in the Committee’s view:  “..middle and high school c0-curricular offerings MIGHT experience expansion and diversification…”  The emphasis on “might” is my own, and highlights the far-fetched nature of this claim, given the cost increases and distance between middle and high schools.  For instance, our oldest has played in H.S. band since Grade 6 — the sort of “diversification” of ages would be eliminated here, as well as collaboration.

“Staff MAY benefit from mergers of tiny departments..”  Again, “may” means “would not”.  “greater internal professional collaboration opportunities”: “curriculum would be easier to coordinate and align”?  Is it really necessary to professionals to gather physically under one roof every day to “collaborate”?  …to align curriculum? … in the age of Skype?  (or the telephone, for that matter).  The communities have little interest in hiring a curriculum coordinator, and are less concerned with bureaucratic “convenience”.

“Athletic teams may become more competitive and the school may elevate to Class C status”  It would also make landing a spot on the team “more competitive” so it comes down to values.  Do you value maximizing opportunity for kids? …or “class C status”?  These are not letter grades, and class D is actually superior in maximizing participation opportunity.  As for the competitiveness of the team as a whole, our communities are proud as gold braid of our fine young people, and have no desire to see any one of them bumped from their opportunity to play.

The FTF is on the right track, when it determines that Scenario #7 “offers little potential for fiscal savings”  ….if by “little” they mean “none”.   ..and mentions the bussing complications.  The potential for fiscal waste on bussing and more bureaucrats is virtually limitless.

  1. I am so disgusted at the lack of transparency. All this has nothing to do with education. Instead of the Superintendent and board looking at how can we make education better, they look at taking schools out of our community. We ran cheaper and more efficiently before we formed the RSU. Let’s go back to MSAD 25 and SACHS as a CSD. They have created an atmosphere of distrust. I for one would love to know why they are so gung-ho to get the High School kids under one roof. The cost of bussing alone will be through the roof. So we get to play Class C in sports, what at the expense of kids who would have played in D but now don’t want to play. I don’t believe for one minute that they will have a better course offering if we have a bigger school. I believe we could have it now but for some reason they don’t seem to push kids to take the more challenging AP courses. Stop drinking the Marzano kool aide and teach. One huge problem is that there are too many fads in public education. Sorry about my rambling, but I am so irritated with all the bureaucrats who are ruining our school. Some would say oh your negative, I would say I feel passionately that my kids and others deserve a better education. I don’t agree with the notion that we can’t offer a variety of courses just because we are small. I say why can’t we. Instead of taking 50 million meetings just get it done. Think out side the box Mr. Malone. Stop wasting our money on foolish things and giving excuses for why we can’t do certain things. If you care about kids, make cuts where they need to be, starting with your salary.

    • “I feel passionately that my kids and others deserve a better education….” You sum up beautifully what Timbered Classrooms is about, and there is nothing negative about it. What is destructively “negative” is the underlying attitude of our administration that our schools are inferior due to their size. …an attitude that, I might add, has been soundly discredited by research.

“I don’t believe for one minute that they will have a better course offering if we have a bigger school. I believe we could have it now…” Researchers confirm that you are right! Even the smallest schools (100-200 students) are able to offer core curricula comparable to schools of more than 1,200.

You make an excellent point about being gung ho to combine high schools. Since you brought it up…. As soon as the Superintendent landed, he started proclaiming that “you need one high school!” Those who hired him wanted that as well, but that raises another issue: Why didn’t those elements on the SACS board closed their own school and sent kids to Houlton long before? If they think is such a splendid idea. The distance is shorter than what they are demanding of Katahdin kids. From the get-go, the Superintendent cited repairs to SACS neglected since 1991, and the roof on that end is by far the most expensive. Now Katahdin communities are supposed to liquidate their own assets and invest in SACS? There are ethical issues here, certainly…. Of course, there is a LOT of dissatisfaction with the RSU model on the SACS side too. They are good people who have no interest in pursuing this scheme.

Spot on about everything really. So, what are you doing in the comments section, rather than on the author roll?

  2. Lol. I have been on the author roll Lisa. Spot on about the building. I find it reprehensible to let buildings go that should haven taken care of all along. What a waste! Then talk about a new school, what are they nuts?! Maybe they would like to fund it out of their own pocketbooks. Yeah right!
I just get tired of the powers that be trying to sell something to the kids, parents, community that is not viable at all. Saying we have a great education at KMHS is a lie, however it could be great if they wanted it to be. They must think we are all stupid. I have news for them we aren’t, and nobody likes the BS that is being served.

    Like

    • To be honest, I’m not sure how serious the Board is about a new school, but they probably think it’s easier to sell people on one new school in the middle; from a standpoint of fairness, BOTH ends give up existing infrastructure and ride the bus longer…. Easier than, “Give up YOUR assets and invest in OURS.. YOUR children and taxpayers take the hit, to pay for the most expensive roof in the district and repairs neglected since 1991.”

If Mr. Ryan and others think it is such a wonderful thing to bus kids then Houlton is closer to SACS than Katahdin. He and others can jolly well shutter their own building and bus their own children away. The reasons they don’t are likely the same as our own for fighting back against divestment. That is where we ar alike. We all want better for our children, taxpayers and communities. Where we differ is that I believe everyone is worthy of it, and heed the research that shows no efficiency; no benefit to combining. The distance is too great.

They want to hurry up and close Katahdin before the debate; before the fight because they want to avoid it altogether. I think they would lose.

    • The message is always the same, about what our children deserve – even as their inferior, mediocrity costs MORE.

I have noticed a tendency on the part of the Superintendent and Board, to make demands where they have no authority; to throw their (imaginary!) weight around…. It works often enough because it is human nature to acquiesce to authoritarian postures… …or so I’m told. I will never understand that. My own nature is very different. Anyway, I’ve been told countless times, “I would like to write a letter to the editor, but I am not allowed because of my Board member, employment or some other status…” I checked. They have no right to suspend people’s expression. The Supreme Court ruled on this several decades ago. Board members write the paper all the time.
Apparently, they demanded teachers cut last year not to tell anyone! Again, no right at all…. He has no standing to order Selectmen around, certainly.

The Maine School Management Association instructs a certain deference to the Superintendent in its handbook, which troubles me. There is no basis in the law, certainly, and when the Superintendent is the problem….

That’s the problem with the RSU. Greg Ryan is spending YOUR money foolishly, yet you can’t vote him out. There is quite a bit of unrest with the RSU among people who can though.

You can regain control of you money and children before the withdrawal process is complete, and I hope all of you will. Some on the Board want to stand up to the Superintendent but are waiting to be able to point to the public and say, “See? I have no choice.”

Yes, it was a significant amount of money cut from the budget. People cannot be afraid and back down because of this. Common sense tells us there are ways to cut other than positions and direct impacts to our kid’s education. This common sense may not be what governs the decisions. There are probably many parts of this process that the average person does not understand, but there is also a lot about it that we DO understand. We do need to meet and discuss – this is how we got to Tuesday’s turnout and support.
